Fix ddf1510a23: House animation random data flag ignored. (#12963)
In the refactor to unified tile animation code, the test for `CALLBACK_1A_RANDOM_BITS` incorrectly got changed to a `HasBit()` test preventing it from working. Use `HasFlag()` instead.pull/12964/head
